The three chosen must therefore belong to one of these last two categories: either they are considered TOP INSTITUTIONS OF THE PUBLIC, OR
shall be treated as representatives of regions and provinces, with considerable expertise in infrastructure and production facilities and other strategic interventions to boost production (L.443/2001).

I can not imagine, with all due respect to the person, Tato Cavallino providing advice to the governor of the Bank of Italy or the Ministry of Economic Community on matters of economic policy.
